I just purchased a new Gateway and am trying to get to the Microsoft
Windows Recovery Console. I inserted the Windows Recovery disk and
typed E:\i386\winnt32.exe /cmdcons at the Run command. It gives me
this error.

The option to upgrade will not be available at this time because Setup
was unable to load the file E:\i386\winntupg\netupgrd.dll.

When I boot the machine it gives me the option to start to Gateway
Recovery but not to the Microsoft Windows Recovery Console.

Thank you for your help.

It sound like you do not have a full XP install CD but a "dreaded" System
Restore CD. Large OEM computer manufacturers (like Gateway) provide a hard
drive "image" on CD(s) which you can "restore" the XP to the hard drive, just
like when you first received it. You might not be able to do anything else
than just Restore the Gateway PC to "factory default" configurations.

Also, System Restore CDs are useless a "qualifying" media when doing Upgrades.
These must first restore the Windows to the hard drive before ever trying to
upgrade your Windows.

If I get ahold of a full CD, can I use it to get to Microsoft Widnows
Recovery Console? Is there anyway to get the application installed
without a CD?

What are you trying to accomplish? Some other [free] programs can do some
"Recovery" type tasks. [Knoppix or BartPE for example.]
