Can't get to DHCP Server

I have my network card set to obtain a DHCP address. For
some reason it cannot reach my ISP when I plug the cable
in. I can plug another laptop in and it works fine. Is
there something in XP that would prevent me from obtaining
an address? It ends up assigning an automatic address
169.x.x.x. I can send data, but my receive is always 0.

Jennifer,

1) Are there any diagnostics available for the network card?
2) Try another cable anyway. Try another router port.
3) From the problem laptop:
Ping itself by name;
Ping itself by ip address;
Ping 127.0.0.1.
4) Is ICF enabled? Disable it.
5) From both laptops, run "ipconfig /all" and post the output here.
Also, please describe your network.
