Can't get past Welcome screen

A user changed his power/hibernation settings..after
reboot, the pc will no display a logon dialog.. it just
shows the windows welcome screen... I pullled out the
battery, and power from the laptop....still no change..

I also do an alt-tab at this point, and to tasks show,

Windows logon, and Logon to windows.....

Also, we can boot into the Safe Mode and check the date and time. If it's
incorrect, please change it back. Then, we can boot into the Normal mode.
