Can't get multiple windows to open

All of a sudden my computer started prevent any multiple
windows from coming up. It will no permit two instances
of IE to open. A window like this one opens and then
immediately shuts down etc.

What can I do to get the windows to stay open?

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".
