Can't get into secure pages

Have windows XP. Whenever I need to get into a secured
site and screens asks permission when I check ok the page
comes up "page not found" click reftesh or try later.
Nothing works -- this has been going on for months.It
doesn't matter what I'm looking for -- even a price quote
from the DMV. I.vetried to get into Microsoft for
dignstic problem solving and have been denied access --
computer says security wn't permit entry. Have tried to
lower the secutity. Either I can't do it or nothing
helps. Cimputeer tec support says to uninstall windows
and start from day 1 as if the computer was brand new.
Have programs installed that I may not be able to save
and don't want to loose. Is there another way. Please
help.
 
In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites.
