Can't get into SAFE MODE

I am trying to start my computer in "safe mode"
according to directions in Windows HELP
it says to:

"Click Start, click Shut Down, and then, in the drop-down list, click
Shut down.
In the Shut Down Windows dialog box, click Restart, and then click OK.
When you see the message Please select the operating system to start,
press F8.
Use the arrow keys to highlight the appropriate safe mode option, and
then press ENTER."

That was from Windows Help....
When I click on start
it says to either LOG OFF or TURN OFF COMPUTER...There is no drop down list
and I cannot get the computer in SAFE MODE...
Can you please let me
know how to start in SAFE MODE?....Thanks

You should see "turn off" computer,select it,then in the new mini window,
restart,shutdown,select restart,as soon as it restarts,tap the F8 key.You can
also tap F8 as soon as computer is powered on,this brings up safe mode
option.
 
u can't go into safe mod from running computer.u can only inter safe mod
as computer is starting from being turned off.... they'r telling u to turn
off computer..then start it......as it starts hit f8 go into safe mod

Thank you also. I wish the Windows Help section would be a little more help
like you guys.
