Can't get imported address book to work right

I have an outlook address book I saved. It comes up in Outlook
Express, but it doesn't integrate itself. (Where it comes up as a
window in the lower left corner like it should.)

How can I fix it ?

You might want to post more accurate information.
Outlook does not even have an address book.
What do you mean?
I suspect you aren't even asking about Outlook, are you?

It's called Windows Address Book. user.wab for example

You can find it by doing a wildcard search.

Put *.wab in your search box.
 
Then you need to post to an outlook express newsgroup, as this is for
Outllook, a completely different Application.
 
As I suspected. You are not using Outlook at all. This newsgroup is for
support of Outlook 97, 98, 2000, 2002, 2003 and 2007 from the Office family
for Intel PCs. For Outlook Express (OE) support try posting in
one of these newsgroups:
microsoft.public.inetexplorer.ie4.outlookexpress for OE 4.x
microsoft.public.windows.inetexplorer.ie5.outlookexpress for OE 5.x

If those groups aren't carried on the news server that's carrying this group
try using msnews.microsoft.com (MS's public news server that's the source
for all the microsoft.public newsgroups). The links under the newsgroup
references are for use with MS's web newsreader (not exactly the best way to
post but it works for some people)
