Can't get display to sleep

It has happened occasionally, but with no predictability that I can see. I
change settings in control pannel / power settings / balanced to 10 min
for monitor and never for computer. I check the "advanced settings" to
assure that they are the same.

I use balanced because that seems to be the default in the registry. I do
not see the actual settings in the registry.

Every so often Vista resets the settings back to 20 min for the monitor.

I have looked at http://support.microsoft.com/kb/935799/en-us but it
speaks of "System Settings page" - I don't know what that is. In any case,
my settings have no effect and I can't get the monitor to dependably go to
standby after 10 minutes.

Any help appreciated!

Right-click on empty desktop>Personalise>Screensaver>Change power
settings>"Choose when to turn off the display" at the left side>set to 20
mins!
 
First thing I tried. Doesn't work, doesn't hold (gets reset back to 20.)

Scratch that - I changed a few things in advanced settings and it seems to
work fine now...

.... and now it's NOT working. I found a widget called "Monitor standby"
and it will put it into standby but it wakes up 3 seconds later. Even with
all my taskbar stuff terminated. Something in my machine is doing
something and preventing it from going into standby. Screen saver works
fine. I did find a widget "Monitor Off" that almost always does the trick.
Wish it was automatic, though. Wish I knew what was keeping the monitor
from going into standby (settings 5 min, never)

in the back-ground.Make sure that you click on `Show processes from all
users` first before doing this.

Thanks. I just cranked up process explorer and I see nothing untoward.
Widget "Monitor Standby" is working this morning, though the settings in
Power still aren't. I guess there is no way to guess what it thinks is
active and keeping it from going into standby, even though screen saver
works.
