Can't get chinese langugae to work

So my sister just got a new laptop and she is taking it back to China. We
are trying to get the Chinese language pack installed so she can use it in
word and what not.
Problem is we can't get the language to show up in the language bar. And if
I set it to a key sequence I can get it to display but I can't get it towork.

We tried the German language and that works with no problems.

Is there another thing I need to install to get simplified chinese to work?

Apparently I can't get the English language to work because I am a horrible

Just checking, but is East Asian language support enabled in Control
Panel > Regional Options?

Yes, the checkbox for East Asian Languages is checked; forgot to mention
that in my earlier posts.
