Can't freeze cell row

When highlight rows 1 & 2 and freeze them, one of two
things happen:

1> The rows don't freeze at all

2> Only Row 1 freezes

I checked, and the Freeze/Unfreeze Panes option is
displaying correctly, but the action is not being
performed.

Any help would be appreciated.
 
I'm not sure what you mean by 'highlight rows', then
freeze. Highlighting a row doesn't have anything to do
with selecting a row to freeze.

Two ways to do this:
1. With the sheet 'unfrozen', there is a handle, just
above the up arrow in the upper right of the sheet. Drag
that handle to the line below the row you want frozen.,
the select Window & Freeze Panes.

2. Simpler method: place the cell selector in the cell
just below the row you want to freeze AND just to the
right of the column you want to freeze - then select
Window, Freeze Panes. Both the rows and columns will
freeze. If you only want to freeze the rows and no
columns, place the cell selector in column A, just under
the row you want to freeze.
