Can't Forward in Outlook

I just reinstalled everything on my computer, including copying over my .PST
files. It all works fine except I can no longer forward messages. When I
try to forward anything (even plain text) I'm told I don't have "appropriate
permissions to perform this operation".

How do I fix this nonsense?

Does it fail for all mail or only HTML? if only for html, it's a problem
with IE (outlook uses IE to render HTML).
 
It happens with all mail, even plain text that I've sent to myself and try
to forward to myself.

Did you ever get an answer, I have the same problem. Also can't move
messages between files. I just reinstalled Office 2003 as well...
