Can't flag messages in Outlook 2003

When using Outlook, it will not allow me to flag a message. The flag option
is grayed out an can't be clicked in. I went to Arranged by and reset the
custom view but that didn't work. I also ran the detect and repair utility
and that didn't work either.
 
what type of email acct do you have configured and which folder are you
trying to set the flag in?
