Cant find language packs?

I recieved vista error(physical memory dump..) during installation(multiple
times):
"A problem has been detected and windows has been shut down to prevent
damage to your computer.
Windows did not find any installed, licensed language packs for the system
default UI language.
If this is the first time you have seen this stop error screen, restart your
computer, if this screen appears again, follow these steps:
Check to make sure any new hardware or software is properly installed. If
this is a new installation, ask your hardware or software manufacturer for
any windows updates you might need.
If problems continue, disable or remove any newly installed hardware or
software. Disable BIOS memory options such as caching or shadowing. If you
need to use Safe Mode to remove or disable components, restart your computer,
press F8 to select Advanced Startup options, and then select Safe Mode."

I bought laptop with chinese vista and tried to install english. Does
license impose restrictions on vista language?

Sounds like you need to wipe the hard drive and do a clean install. Trying
to install one language version over another will almost surely not work -
as you are noting by the events you see now.

It's not an issue. Language packs are available for certain versions of the
operating system, Ultimate and Enterprise. This is and has been well
documented for several years. If you purchased a different one, then you
will need to use Anytime Upgrade to get the version that offers the feature
you want. Microsoft does not offer these for all versions for their own
business reasons which no one here is privy to, but it's not an "issue" as
there is a perfectly viable solution.
