can't find EULA

I'm trying to install windows 2000. I have the version
which has Pro,Server,Adv Server, and I made a PRO
bootable CD. The install stops stating Setup cannot find
the End User Licensing Agreement (EULA). Setup cannot
continue. To quit, press F3.

From what I've read, an option is to install a previous
OS (Win98) and then install Win2k. Does this mean I need
to buy another OS? Does that make sense?
