I restarted my computer about an hour ago and got an error that said
that Windows couldn't find some DLL's when it got to the desktop.
There is no reason why this should be happening, I haven't made any
recent installations.

How can I run Scandisk from boot up? I've already tried booting from
the last known good gonfig and booting into safe mode. I need to
know what I need to do to check the disk right from when I start up the
computer.

Please run "chkdsk c: /f" and answer Yes, when the system asks if you want
to scan on the next reboot.
I am assuming that you have only a C: drive since you did not specify any
additional information.
