can't find boot.ini in 2000S/XPP environment....

I can not find the boot.ini on the system root or anywhere
for that matter on my 2000 server. The server drive is
removable and the other drive in the system is XP. When I
load XP, i can edit the boot.ini on that disk, but when I
insert my removable one and boot to server, I can't find
one. Any suggestions?
