Can't execute program !!!

When i double click an icon , i get a message that says
that the "file name".exe doesn't exist , but it is !!!
Can it be that i miss an execution file/service ???

Thanks . But !! i can't even open the restore point
window - start - accessories - system tools - system
restore -- When i click it i get the same result - that
the file doesn't exist !!
For some reason i can't run any program !

You can try from the Safe Mode and even from a command-line: "How to
Start System Restore Tool From a Command Prompt in Windows XP"
(http://support.microsoft.com/?kbid=304449).
I would also scan the machine for viruses.
