Can't establish a TCP/IP port with SP4

I referenced 255784 (Knowledge Base Article)
I am trying to use a tool where you specify the server name and a port number
It is always saying connection refused. I even tried established connection from the server to the deskop. (Connection refused)

How can I establish a range of ports where I can use these tools
 
What kind of connection are you trying to establish?

Attempting to tranmits message files from a desktop to two servers (2000-sp4 and 2003)
The tool used was able to connect using a ip address and a port but since sp4 the connection is refused

What changed and what do I have to change on these servers to accomplish establishing port connections.
 
Is firewall configured on your machine? You might want to check if the port
you are using is blocked.
