Can't empty recycle bin

I've noticed lately that I can put things in my recycle bin, but when I open
it up it appears empty. If I click "empty recycle bin" it asks if I'm sure I
want to delete these 33 items. I can't restore any items either. Any ideas?
I'm running XP Pro SP2. Thanks.
 
Note: Files that were previously deleted will be permanently erased from the Recycle
Bin.

Create a notepad document and save it (any name will do).
Now delete the file so that it goes to the recycle bin.
Empty the recycle-bin.

To test, create another file and then delete it – does it now show up in the recycle
bin?
