When I try to empty recycle bin the computer locks up. All

First run a chkdsk on all of your volumes to check for corruption. for your C: drive type this at a command prompt:
chkdsk c: /f
The system will tell you the volume is locked and if you want to run it on the next reboot, press Y and reboot your compter.
When your system comes back up, hold down the shift key while you try to empty your recycle bin again.
