Can't edit templates

I downloaded the "issues" template. Nothing works like the tutorials say. I
can't add columns. I can't add fields-gives an error message saying someone
else is using the file. The views aren't like it says in the online help -
"design view" looks like a form of some kind while the online help says there
are supposed to be columns. Are the downloadable templates locked in some
way? How can I get it to "play normal"?

It looks like the "issues" template is just what I need except for a couple
additional data columns and fields in one of the forms. Problem is that
nothing seems to be editable and none of the views have the features
described in the online help.
