Can't edit rules in Outlook 2003

I'm trying to edit/delete a rule for an e-mail recipient and when I click on
the "Rules and Alert" option under the Tools menu, the window opens
momentarily and then disappears. Any suggestions?

Start by running Detect/Repair, & with outlook closed, run scanpst.exe on
your data file
