Can't Drag Desktop icons

I can arrangr my icons by right clicking in a blank area
of the desktop. But I used to be able to drag my desktop
icons. Now, it;slike they are locked in place. Also, if
I open explorer, I used to be able to move that screen .
Now I can minimize it, but dragging isnot available. HELP!
 
Right click on your desktop, select "arrange icons by" and uncheck "auto
arrange".
