can't download windows update software

I'm on a Dell PC with Windows 2000 SP1 installed. I'm
trying to get all critical updates through Windows Update
but it tells me I need the New Windows Update Software.

"The Windows Update site has been updated. To update your
version of the software and begin using Windows Update,
click Update Now."

I've clicked "Update Now" a dozen times but that same
message keeps popping up.

Check out the Windows Update Troubleshooter:

Select:
Software Update page repeatedly displays "Update Now" button.
