Can't download Photostory 3

Can anyone please help me.

Have tried to download Photostory 3 directly from the website without any
luck at all. exe. file arrives on my desktop and then when i try to install
the windows installer starts up, no install wizard appears and nothing
happens - no icon, now new programme, nothing

Have alos tried to install from tinyurl.com/atphr, but same thing happens

Any suggest for a seriously non techie like me?
