Can't download patch for virus because of Cryptograhic service. Tried fix but..

I tried to download the fix for my XP Professional
edition but I keep getting this error message "Sevice
Pack 1 Setup could not verify the integrity of the file.
Make sure the Cryptographic Service is running on this
computer"

I tried the fix from Microsoft Knowledge Base Article
326815 and I couldn't get that fix to work too. Does
anyone have a suggestion?
 
When I tried to download the security patch for
the "msblast.exe" from Symantec I received this
message "temporary network error preventing download of
file. Retry?" When I checked yes to retry, I got the
same message. Netscape smartdownload would not work, but
my internet connection is still open (as you can see).
Any words of wisdom from Symantec or MS? Thanks for your
assistance.

Reboot, login to an Administrator account.
Double click My Computer.
Double click C drive.
Double click Windows file.
Double click System32 file.
Right click catroot2, click rename, type "catroot2old"
ENTER
Or
Start the Administrative Tools utility in Control Panel.
Double-click Services.
Right-click Cryptographic Services, and then click Properties.
Click Automatic for Startup type, and then click Start.
If Cryptographic Services is already set to Automatic, disable it,
reboot, then go back and set to Automatic.
Reboot
Otherwise:
Check for missing/damaged System files:
Start/Run
Type "cmd" ENTER
Type "sfc /scannow" ENTER
Have Windows XP CD nearby.
Reboot when completed.
