cant download off web

I cannot download off the web. my isp is and has been fine for years.the
last 4 days i cannot download anything, it just freezes after perhaps 2-10%
of the data has been downloaded. it make no different what site, all big name
sites with the same result, all other features seem to work (site access,
page to page etc.)
every down load starts the same way, the down load screen the transfer rate
and it begins. After a short period it just stops down loading! any help

What is the virus/malware status of the computer? If you think it is
clean, what programs (and versions) did you use to determine this? Be
sure:
