Can't download files in IE7

I have Vista Home Premium and I am unable to download anything in IE7 - no
updates, games, ActiveX - nothing. Been round and round in the support
pages, been through the troubleshooting areas of IE and gotten no better.
Any suggestions? I keep thinking it's something small and stupid but I can't
figure it out. Thinking I should have gotten a Mac.
