Can't dismount Seagate STS330063 1a USB external HD

HD connected to USB port; works fine; but when I try to dismount it by
clicking "safely remove hardware" in the system tray, I get message
"the device generic volume cannot be stopped right now".

No application is running, as far as I can tell; Windows XP Task
Manager shows no applications running, certainly not explorer.

Help please... any idea how to resolve this?

something is indeed using the disk. Use Filemon
http://www.sysinternals.com/Utilities/Filemon.html
or a similar tool to see what's using it.
