can't disconnect from internet

when I try to disable my internet connection i get a message that
says--------It is not possible to disable the connection at this time. The
connection may be using one or more protocals that do not support Plug and
Play, or it may have been initiated by another user or the system account.
Please Help , thanks
 
That's better, but there still isn't nearly enough information for
anybody to help you. Please answer these questions:

1. What kind of Internet connection do you have? Dialup? DSL? Cable?

2. What exactly do you mean by "disable my internet connection"?

3. What Service Pack level are you ruinning?

4. How long ago did you install IE7? Did you try uninstalling IE7? Did
you try System Restore?

5. Also, please post pertinent copies of Error reports from Event
Viewer, easily accessed by:

Start | Run | type "eventvwr" (without the quotes)

There are hundreds of postings around the net with the same problem. Lots of
possible solutions but none have worked for me so far!
It occurs on Windows XP, home and professional.
It happens when one tries to disconnect a broadband connection, usually thru
a router, by right clicking on the taskbar icon and selecting "disable".
It also happens when one tries to connect the local area connection thru
"Settings|Network Connections".
It may be something to do with IE7, but I doubt it (unless it is in a
setting accessed thru IE7). My broadband worked fine with IE7 but the problem
started when I installed a M$oft security update after service pack 3. [Those
bl***y things screw up so many computers!] But the same problem has been
around for a couple of years per other postings.
Nothing shows up in the Windows XP logs.
