Can't design contact form using Outlook form

Hi,

How come one can't design a contact form in Outlook 2003
using the default form that came with Outlook 2003?
Outlook gives you a different base form to start
customizing.
 
Probably because Microsoft did not want to make the picture control
available to programmers.
