Can't Delete Video File

I have not been able to delete a downloaded video file.
The error message states that there may be other programs
using it but neither windows media player or other media
software is running. It is getting increasingly annoying.

i get the same thing.
now if it is in your video folder and you can not delete
it,it might have change its properties.
check that video properties and uncheck anything that
might be checked

if you delete it from your video folders but still have
it in the player then goto your media player.
now goto tools and click search for media, choose the
slow search it will delete from player.
 
Don't know if it's an option for you...but when I run into
that issue I share the folder of the file I want to delete
then connect from another computer on my home LAN. I'm able
to delete it successfully - still a hassle but at least it
works.
