cant delete a program

Have a program my son downloaded from the internet. Is not suitable for my family. When i try to delete it a box appears saying "cannot delete file make sure disk is not full or write protected or file is not in use" it is in my c:/windows folder and as far as i can tell is not in use.

can someone help please
