Can't delete a file

I am trying to delete a video file, but I am told it
is "being used by another person or program". I have
cleared the history of all my video software (Windows
Media Player, Real One Player, etc.), as well as the
media libraries. I have deleted all temp folders, I have
rebooted, etc... I have no idea what program could be
using the file. Is there a way to force a delete, or at
least to view what program is supposedly using this
file? It takes up a lot of memory and I want it gone.
