I had the same problem. I was told that some type of a fix or service pack
from Microsoft caused that. They said that it can be undone but only if you
defeat Microsoft's adjustment which would lead to security vulnerability.
So I just left it as it is. Let me know if you find out any different.

go back into the registry and disable the new DWord that
you need to create after you've customized your 'Outlook
Today' page or you'll be vulnerable to hacking activity
from the web.
