Can't create New Contact Group

I spent two hours trying to create a new contact group from the toolbar. I
followed the help instructions carefully, but I could not find where to
create a new contact group on windows mail. Is there a problem with the
program? Thanks for any help.
 
Open Contacts. Right click in an empty area of the window. Select
Properties. On the Customize tab, select Contacts from the "Use this folder
type as a template" drop down list. Press Apply. Press OK.
