Can't copy shortcuts to Quick Launch Bar

When you right-click and then drag the shortcuts that you
want to copy to the Quick Launch portion of the taskbar
(the Quick Launch bar), a message pops up saying " Windows
cannot create a shortcut here. Do you want the shortcut
to be placed on the desktop instead?" You are not able to
successfully copy the shortcuts to the Quick Launch bar.

Hmm... That is the message you get when you try to create a shortcut
in a virtual folder like the Control Panel!

What happens when you resize the Quick Launch toolbar by pointing to the
vertical bar on the right side of the toolbar and dragging it to the
right. Right-click a blank area within the toolbar. Choose Open Folder.
And then drag the shortcut you want to copy into the Quick Launch
toolbar folder?
