Can't Connect to PPC 2003 SE Emulators

After having to reinstall everything on my PC, I now have a problem
with VS.Net 2003. I can no longer connect to any of the 2003 SE
emulators, but I can connect to the PPC 2003 emulator and the actual
device itself. I get the errror 'The CE boot image could not be
opened.' I've reinstalled the 2003SE emulators twice with no success.
I've search the newsgroups and many other people have this problem,
but I can't find a definitive solution to this. I've verified that all
of the bin files exist and the registry entries are correct for them.
I've checked the installation of everything with the one at work and
they are identical. Any ideas? Thanks.

Terry,

Rerun the installer for the PocketPC2003 SDK. There will be a Repair
option.
Do a repair on your installation and then re-install the PPC2003SE emulator
images. By chance, the problem you describe below happened to me yesterday
and this is what I had to do to fix it.

Unfortunately, that didn't work in my case. Thanks for trying.
There used to be an emulator image browser that was used to register
emulators, but I can't find it in the latest installations.
