Can't connect to internet with ADSL

I have a computer running win2000. I have been connected
to the internet before. About 48 days ago something
changed and I have not been able to connect since. When I
try an ipconfig /renew I get the following message: The
following error occured when renewing adatper Local Area
Connection: An operation was attempted on something that
is not a socket. When I do an ipconfig /release I get
the following message: All adapters bound to DHCP do not
have DHCP addresses. The addresses were automatically
configured and can not be released.
I am running Symantic AV and it was current to the day the
connection stopped working. I have tried uninstalling the
NIC and related drivers then reinstalling but to no
avail. Does anyone have any ideas how to salvage this
without a complete format/reinstall of OS?
