can't connect to internet--corrupted software?

I cannot connect to the internet using Internet Explorer,
Outlook Express, my Palm Pilot synch device, or with any
program that tries to access the internet. Every 5
minutes or so, I get a WUCRTUPD "Illegal Operation" flash
on the screen. I am quite sure that my network card and
router are working properly since my other computers can
access the internet fine. I am able to do file sharing
and printer sharing with all my computers.
If I get into Dos, I can ping an IP address and get a
reply. I cannot ping a URL.
My hypothesis is that I have corrupted software. I use
Windows 98 SE and re-installed it (I was too chicken to
uninstall it...I just reinstalled it over the existing
installation). I have done scan disk in safe mode
multiple times. I used an old Norton Utilities program to
run "Win Doctor" to try to eliminate any conflicts. All
without success in fixing my problem. This all began when
I purchased a device that makes 3 USB ports out of 1 USB
port. I have disconnected this device. I tried replacing
some of the USB drivers without success. Please help!!
