Since this is a recent issue, try using System Restore to take you back to a
time prior to when this began. Start\All Programs\Accessories\System
Tools\System Restore.
If that doesn't resolve it, see below:
Do you mean you can open Outlook or Outlook Express and can connect to your
e-mail but you cannot use Netscape or your Tax Program to get on the
Internet or is it just one site that Netscape and your tax program cannot
reach?
If you have a firewall or any other security software, antivirus, popup or
any other ad blocking software, temporarily disable it and see if you can
then do things you are trying to do. If yes, the fault lies with one of
those programs, likely in some option you will need to find and change to
accommodate access to those sites. After disabling the software you'll need
to clear the browser cache. I'm assuming Netscape is your default browser,
I'm not running Netscape, you'll have to use their help system or post to a
Netscape user group to find out how to do that. Once clear and the software
is disabled, try accessing the sites.
If that doesn't resolve it, since you are using Netscape, I suggest you
check a Netscape user group for help with this issue.
