can't connect, need to reboot the computer

a strange thing always happens to me when i try to launch internet explorer
and to connect. it doesn't work. it says in the small connection box that
is impossible to make a connection. then i reebot my pc and it works
perfectly. i can't understand why does it happen.

any comments?

Does this occur when your computer has just been started (after the power
has been off)? If so, wait a few more minutes before trying to connect.
