can't complete startup...just loops forever

Took my Celeron 1.7GB desktop in for problems with cd/dvd
driver which had to be re-loaded. When I got home, I
couldn't start up. It will go thru the usual sequence,
but once it gets to the little graphic of lights moving
left-to-right inside the horizontal box, there's a click
sound and it loops back to the first screen in the
sequence. Sometimes there's a half-second of some kind of
blue error screen full of characters in the upper third.
I hope you can help, but if not then I'll take it back for
further repairs. TIA.
 
There are things we can suggest, however, not knowing what the tech did and
the fact the system would boot before the tech worked on the system, you
really should take it back and let them fix it. We might run around in
circles trying to fix something that is related to something the tech did
and as a result, never be able to figure it out. Also, what we might
suggest might end recreating the original problem for which you brought it
to the shop in the first place so they should fix it.
