Can't close any window

I can't close any window, if I'm using IE or Windows explorer even Control
Panel windows. All I get is a pop up message that says " The operation has
been cancelled due to restriccions in effect on this computer. Please contact
your system administrator" I'm loged on as Administrator and I haven't
change any system configuration, what could be the problem and solution
please.

To close any window I have to use Windows Task Manager

First eliminate any scumware.
