can't change the properties of my upload folder in Frontpage

I've share the folder, tried everything I can to be able to change the
properties of my upload folder in Frontpage, but the options to runs scripts
etc. are still dimmed. Can anyone give me some guidance?
 
You need to be logged onto the server version of your web.
Then you can change permissions, but only if your host allows it.
