Can't change system time

I'm in the process of applying the time zone patches to my servers and all is
going well with the tzedit utility except for this one server, this server
happens to be the most important one in that everything the business does
revolves around this server, so I'm in a bit of a panic to have a problem
with this one!

I ran the tzedit utility and all went well, but when I try to go to the
control panel and click on date/time I'm getting this:

You do not have the proper privilege level to change the system time.

I'm logged in as administrator!!! How can this be???

Unfortunately I didn't configure this server, but something is very wrong.

Review which groups are granted the 'Change the system time' user right by
performing the following steps:

1. Open the group policy editor focused on the appropriate object. If the
server is a member of the domain, apply to the organizational unit of that
server. If it is not a member of the domain, apply via the Local Computer
Policy.
2. Navigate to the following subtree location: Computer
Configuration\WindowsSettings\Security Settings\Local Policies\User Rights
Assignment.
3. Double click on the User Right 'Change the system time'.
4. Verify that this user right is assigned to administrators
 
I did this the other day, and was still unable to get into the system clock.
Right around 2:00 a.m. I was finally able to reboot this server in hopes that
it would adopt the time from the domain controller. It in fact did not.
However, after applyiing the change you referred too the other day, and doing
a reboot, I suppose that's what FINALLY allowed me into the system clock and
change it manually.

At any rate the problem seems to be solved.

The exact series of events that solved this problem seem pretty clear from
looking at the server, however, I had the same issue with a W2K professional
box that I did the same things with and was able to reboot the other day with
no success.

At any rate, both boxes are fine now. Problem is solved. For those chiming
in late, it was either the "Change system time" in secpol.msc or the
HKEY_LOCAL_MACHINE\system\currentcontrolset\control\Timezoneinformation key
that solved the issue.
