Can't change startup programs

For some reason, i cannot change and disable my startup programs. I went to
"msconfig" and changed the settings but after my computer restart everything
is back to normal. Scanned for virus and spyware, everything seems perfectly
fine. I also tried to change it by "regedit" but nothing seems to work.
Could anyone help me with this problem?
 
Hmm.....in fact, its mostly Microsoft programs that i have problems with.
Like Microsoft windows messeger, and other Microsoft stuff. Even Microsoft
Internet Explorer is acting weird, it wouldn't let me change the homepage and
other settings.
