Can't change Internet Options without receiving error message

I am using WindowsXP Professional on a Dell 4500S - Pentium
4 1.85g.

I have been able to use I.E. 6 for the past several months.
Now all of a sudden I get no response from it and when I
try to go into "Internet Options" I get a dialog box
"Restrictions" followed by the message "This operation has
been cancelled due to restrictions in effect on this
compter. Please contact your system administrator"

Well, I AM the system administrator and I don't have a clue.

Any help would be appreciated.

Thanks so much! You nailed it!

The reason for my needing to get to Internet Options was
compounded by the fact that I have been using a FREE Proxy
Server & it apparently has been off-line for several days
and I couldn't get I.E. to do anything at all.

The article was correct, I didn't take time to read the
precautions. No excuses . . .
