Cant change IE Security Level

Ok.. I have run into this a couple of times, and havent figured out how to
fix it.

For some reason I have users that get their default security level for the
Internet Zone is set to high in IE Tools options. When I try to change it to
medium or anything lower it say I have to use High??

If I delete the persons profile it will be ok. but I cant keep doing that.
How do I fix this?? FYI this person has a roaming profile. (If that helps)

Have you also check if that they have some type of security program, that
will deny changes in IE settings? I believe Spybot: S&D uses a feature
called "Tea Timer", that is suppose to deny changes to IE settings. You need
to first turn that feature off, to make changes. I would think that many of
the antivirus/security programs such as Norton and McAfee, have something
similar.

Also they may have a feature that will prevent changing the Homepage. So
again that feature needs to be turned off, before making any changes.

THe machine is clean... As of 2 days ago it worked fine... The User said
that his home page was changed to something he never say before, then this
problem started happing.

It will not let me set security lower than HIGH.. only on this profile. Any
other use on the computer works just fine.

There was an Windows update a couple of days ago, did this person do the
update, or was it done through the network? Have you tried to do a check the
system restore for the profile and see what changes were made 2 or more days
ago? You may want to restore the local PC back, and see if this problem goes
away. Then do a customized installation of the updates, adding one at a
time, and rebooting PC between each installation.

Did you check the profile settings on the server. Something there might have
been changed.
