Can't change IE Options

Whenever I open IE and try to go into Tools -- Options, I get an error
message that says, "The operation has been cancelled due to restrictions in
effect on this computer. Please contact your system administrator." The
problem is this is a home PC with WinXP Pro and I am the Sys Admin.

What is going on and what did I accidentally change to keep me out of
options?
